business.facebook.com explained: Business Manager, Business Settings, and the trap next door
What's actually inside this site, why it's had at least two names, and the one wrong-turn almost everyone takes when looking for WhatsApp settings here.

The naming confusion, up front
Meta has renamed this product at least twice, and the same URL routes to different things depending on context — this is the single biggest source of "wait, where am I" confusion for anyone new to it:
- "Business Manager" — the old name for the whole thing. Still used casually, still the mental model most older guides and blog posts use, but Meta's current UI calls the umbrella account a Business Portfolio.
- "Business Portfolio" — the current name for the top-level container introduced in the previous lesson: everything (WABAs, ad accounts, Pages, apps, users) lives inside one of these.
- "Business Settings" — the actual admin/configuration screen, reachable at
business.facebook.com/settings(gear icon) — where almost all account-level administration happens. - "Meta Business Suite" — a different tool, also living at
business.facebook.com, but built for managing Facebook Page posts, Instagram, ads, and inbox messaging. This is not where WhatsApp Business Platform (Cloud API) setup happens, even though the name sounds like it should be. It's easy to land here by accident from a search engine — if the screen shows Page posts or Instagram content instead of business/WABA settings, that's the tell that this is the wrong tool.
Rule of thumb: managing the WhatsApp number itself (phone numbers, templates, WABAs) means WhatsApp Manager or Business Settings — never Meta Business Suite.
What's inside Business Settings, section by section
Accounts
- WhatsApp accounts — lists every WABA owned by this Business Portfolio. Clicking one opens its phone numbers.
- Ad accounts, Pages, Instagram accounts, Catalogs — not relevant to a WhatsApp integration, but they live in the same list. This is genuinely a multi-product hub (ads, Pages, commerce) — WhatsApp is just one tenant of it.
Users
- People — human admins on the Business Portfolio. Certain sensitive actions (like generating a permanent access token) require a second admin's approval, checked against this list.
- System Users — not a human. A machine identity used to generate long-lived access tokens with specific, assignable permissions on specific assets (a WABA, an App). This is almost always what actually holds a production access token, not a personal account.
- Partners — external agencies/partners granted access to specific assets.
Brand Safety / Security Center
- Security Center — where Business Verification (a later lesson) actually happens, and where two-factor authentication enforcement lives.
- Integrity — account status, any policy flags Meta has raised.
Apps
- Lists every Meta App connected to this Business Portfolio. The App is created and configured on the developer portal (next lesson) but shows up here too once linked, because the Business Portfolio is what actually owns the App's business assets.
WhatsApp Manager — technically part of Business Settings, but treated as its own thing
Reachable from Business Settings' "WhatsApp accounts" section, or directly at business.facebook.com/wa/manage/ — this is where day-to-day WhatsApp work actually happens once an account exists:
- Message templates — create, submit, and track review status (Pending / Approved / Rejected).
- Phone numbers — the registered number(s), display name, quality rating, messaging tier/limit.
- Analytics — delivered/read-rate data per template.
- Account tools — two-factor PIN for the phone number, profile info (business description, category, address) shown to anyone who opens a chat.
Billing
Business Settings also has its own Billing section. A missing payment method here is a surprisingly common, invisible blocker behind account-setup errors that otherwise look purely technical.
What Business Settings does NOT contain
The actual API credentials — App ID, App Secret, access-token generation UI, webhook URL configuration — live on the developer portal, not here. This is the single most important boundary in this whole domain:
